چکیده

Biofuels are promoted in many parts of the world. However, concern of environmental and social problems have grown due to increased production of biofuels. Therefore, many initiatives for sustainability criteria have been announced. As a part of the European Union (EU) renewable energy promotion directive (RED), the EU has introduced greenhouse gas (GHG) emission-saving requirements for biofuels along with the first-ever mandate methodology to calculate the GHG emission reduction. As explored in this paper, the RED methodology, based on life-cycle assessment (LCA) approach, excludes many critical issues. These include indirect impacts due to competition for land, biomass and other auxiliary inputs. Also, timing issues, allocation problems, and uncertainty of individual parameters are not yet considered adequately. Moreover, the default values provided in the RED for the GHG balances of biofuels may significantly underestimate their actual impacts. We conclude that the RED methodology cannot ensure the intended GHG emission reductions of biofuels. Instead, a more comprehensive approach is required along with additional data and indicators. Even if it may be very difficult to verify the GHG emission reductions of biofuels in practice, it is necessary to consider the uncertainties more closely, in order to mitigate climate change effectively. a 2011 Elsevier Ltd. Reducing CO2 Emissions from Road Transport - Overview of the Main Initiatives and Technical Measures Proposed to Date in Europe

The demand for fossil fuel in the transport sector is constantly increasing and transportation is ranked amongst the highest greenhouse emitting sectors globally. Today, tackling CO2 emissions from road transport a widely discussed topic and constitutes a milestone towards reaching a sustainable, carbon neutral economy. This challenge is being described in various initiatives adopted in the ...

will consist of biofuels rather than conventional petrol or diesel by 2020. But this component of the Commission's goals is just one that has been causing concern for researchers. In the face of rapidly rising demand for crops to be used as food, and growing worries about the true environmental benefit of some potential biofuels, concerns have been raised about this EU target. Planning and Environmental Policy Research Series Working Papers 2004 Stimulating the Use of Biofuels in the European Union: Implications for Climate Change Policy

The substitution of fossil fuels with biofuels has been proposed in the European Union (EU) as part of a strategy to mitigate greenhouse gas emissions from road transport, increase security of energy supply and support development of rural communities. In this paper, we examine this opportunity, by focusing on one of these purported benefits, the reduction in greenhouse gas emissions. The cost ...

Europe and the Challenge of Energy Security: Limitations and Strategies

The increasing dependence of European Union member countries on imported oil and gas has led to concerns about energy supply and security.  At the same time the share of clean energy in Europe’s energy consumption basket is increasing due to environmental issues. About a quarter of all energy consumption in the EU is natural gas, and most EU member states import almost all of their energy resou...

Evidence-based policy or policy-based evidence gathering? Biofuels, the EU and the 10% target

The 2009 Renewable Energy Directive mandates European Union member-states’ road transport fuel to comprise a minimum of 10% renewable content by 2020. This target is expected to be met predominantly from biofuels. However, scientific evidence is increasingly questioning the ability of biofuels to reduce greenhouse gas emissions when factors such as indirect land-use change are taken into consid...
